Medical Transportation- Medical Expense or Administrative Expense?

Does LogistiCare use word semantics such as: ‘Administrative Expense’ to purposely mislead, undervalue, and terminate Non-Emergency Medical Transportation Providers.

DMAS at present covers transportation as a ‘Medical Service’, comparable to physician or outpatient hospital services. Under this option, the Medicaid recipient contacts the Transportation Provider of their choice directly and arranges for a ride to: doctor‘s office, treatment facility, or related medical scheduled appointment(s).

How was a Transportation Broker (LogistiCare Solutions) able to take over NEMT (Non-Emergency Medical Transportation) for the entire state?

Medicaid programs are federally required to cover transportation services when recipients have no other means of transportation available to ensure that recipients have access to covered medical services. LogistiCare Solutions is geared solely for profit and not providing first-rate service to Medicaid Recipients.

According to Solicitation # 08 - X - 20091 * Transportation Broker Services
“It has recommended and approved to amend the subject term contract Scope of Work as follows:
1. Increase minimum phone abandonment rate from 3% to 5%
2. Increase MAX time to answer or wait time to five (5) minutes
3. Increase average speed to answer to forty-five (45) seconds from thirty (30) seconds.”

Providence Service Corporation acquired LogistiCare for $220 million in 2007

FY 2011, the Department of Health and Human Services spent 19.4 Billion Dollars in contracts. The third largest spender next to the DOD and the DOE.

Providence maintains 773 Social Services and Non-Emergency Transportation Services contracts in 35 states, the District of Columbia and British Columbia as of September 30, 2007.
